简要规则描述：丁香大楼原有柴油发电机已使用20多年，不满足现有重要负荷需求。现拟对一台500KW低压柴油发电机和相关引接电缆、开关柜、排烟系统等配套设施进行更新改造。主要工作内容包含但不限于拆除工程、发电机更新、控制柜、电缆和切换装置更换等。（具体数量及要求详见工程量清单/图纸。）

Brief Specification Description: The original diesel generator in the Dingxiang Building has been in use for over 20 years and no longer meets the current demand for important loads. It is now planned to update and renovate a 500KW low-voltage diesel generator and related connecting cables, switch cabinets, smoke exhaust systems and other supporting facilities. The main job contents include but are not limited to demolition works, generator renewal, control cabinet, cable and switching device replacement, etc. (For specific quantities and requirements, please refer to the bill of quantities/drawings.)

合同履约期限：本项目施工工期90日历天，计划开工日期：2025年09月20日（暂定，具体开工日期以采购人通知为准）

The Contract Period: The construction period of this project is 90 calendar days. The planned start date is September 20, 2025 (tentative. The exact start date is subject to the notice from the purchaser).

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and micro enterprises in government procurement, and support the development of small and micro enterprises: This project is specifically targeted at small and micro enterprises for procurement. During the review process, no price deduction benefits will be applied to the products of small and micro enterprises. (c)本项目的特定资格要求：1、未被“信用中国”（www.****点击查看.cn）、中国政府采购网（www.****点击查看.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人组织；
3、具有电力工程施工总承包三级及其以上资质；
4、具有安全生产许可证（有效期内）；
5、拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
6、业绩要求：无；
7、其他要求：无。

(c)Specific qualification requirements for this program: 1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" (www.****点击查看.cn) and China government procurement network (www.****点击查看.cn); 2. It must be a legal person organization established in accordance with the law within the territory of China; 3. Possess a Grade 3 or above general contracting qualification for power engineering construction; 4. Possess a valid work safety license; 5. The proposed project leader should hold a second-level or higher registered constructor qualification in mechanical and electrical engineering, possess a valid certificate of qualification for safety production assessment, and not be concurrently serving as the project leader of any other ongoing construction project. 6. Performance requirements: None; 7. Other requirements: None.
